Position: Technical Services Manager, Technical Services, Hughes Main Library    Pay: $66,464 per year, plus benefits
Status: Regular Full-time, Exempt    Available: September 2024
Location: Hughes Main Library, 25 Heritage Green Place, Greenville, South Carolina
Schedule: Daytime hours Monday – Friday. Works 37.5 hours per week.

FUNCTION
Reporting to the Executive Director, this position:
•    Is responsible for the administration, supervision, and effective operation of Technical Services. 
•    Performs work related to selection, acquisition, cataloging, processing, and maintenance of library materials and digital resources. 
•    Maintains a positive work environment that attracts, retains, and develops high-quality personnel who are collaborative, innovative, and inclusive.
•    Embodies the Library System’s code of service by creating an atmosphere where customers and employees feel invited, informed, impressed and inspired. 
•    Performs work in accord with the Library System’s vision and mission, using good judgment and ethical behavior in the application of policies and established procedures.

MINIMUM TRAINING & EXPERIENCE
•    Master’s degree in library science from an ALA-accredited university. 
•    Five years of progressive professional library supervisory experience.
•    Three years’ experience in collection development and maintenance, acquisitions, cataloging, and/or processing. 
•    Certified or eligible for certification by the South Carolina State Library.

•    Serves as a member of the Library System management team to formulate and implement organizational goals and objectives. (E) 
•    Participates in the interviewing of applicants for Technical Services positions and /or makes recommendations for selecting new employees. (E)
•    Provides training and /or support for subordinates; reviews performance of subordinates and makes recommendations for improvement/growth as appropriate. (E)
•    Assigns, instructs, and directs work of Technical Services staff; audits work of subordinates for accuracy. (E)
•    Responsible for preparing annual budget estimates and fund distributions for Technical Services and monitors unit expenditures. (E)
•    Confirms collection development plans and projects with Adult Services Director, Youth Services Manager, and Executive Director in accordance with the Library System’s Collection Development and Maintenance Policy. (E)
•    Coordinates collection development projects for new branches and branch expansions. (E)  
•    Consults with Information Services Manager, Youth Services Manager, and Branch Library Services Manager to develop annual budget request and allocation of available funds for library materials and digital resources. (E)
•    Consults with the Adult Services Director, Information Services Manager, and Virtual Services Coordinator to identify and acquire new digital resources. (E)
•    Consults with the Adult Services Director, Youth Services Manager, and ILS Administrator regarding the addition of new material formats to the collection and the removal of outdated formats. (E)
•    Works closely with the Finance Manager concerning financial issues related to acquisition, collection development, and cataloging/processing. (E)
•    Works closely with the Collection Development Supervisor, Youth Services Manager, and Adult Services Director on revisions to the Library System’s Collection Development and Maintenance Policy. (E)
•    Serves as point of contact for library materials vendors for initial contracts, updates to existing resources, and renewals. (E)
•    Reviews professional literature to keep abreast of developments in library and information science, with an emphasis on Technical Services.
•    Ensures Library System policies and procedures are practiced and that high standards are maintained.
•    Conducts research, maintains statistics, and produces reports related to Technical Services, library materials, and library materials expenditures. (E)
•    Operates, provides instructions for and/or demonstrates use of unit equipment as needed. (E)
•    Participates in maintenance and development of content of the Library System’s intranet.
•    Works with the Volunteer Coordinator to promote and facilitate use of volunteers in the unit.
•    Attends meetings, events, training programs, workshop, and conferences as requested by the Executive Director. 
•    Oversees interior maintenance and assures accessibility of staff work areas in unit. (E)  
•    Handles sensitive and confidential matters. (E)
•    Makes oral and written presentations as needed. (E)
•    Maintains a smooth flow of materials to avoid lengthy backlogs. (E)
•    Ensures safe work methods are followed to prevent injury. (E)
•    Works a schedule that meets the needs of the Library System. (E)
•    Maintains regular and reliable attendance and remains compliant with the Library System’s Attendance Guidelines. (E)
•    Performs other related duties as required, including those of any staff member in the unit.

REQUIRED KNOWLEDGE, SKILLS/ABILITIES & CHARACTERISTICS
(Testing of computer skills may be part of the interview process for this position.)
Knowledge:
•    Comprehensive knowledge of public library services and administrative practices.
•    Knowledge of contemporary functions of Technical Services in public libraries and of interactions with other library units. 
•    Knowledge of collection development and maintenance, acquisitions, cataloging, and processing. 
•    Thorough knowledge of bibliographic utilities.
•    Knowledge of collection development principles as related to public libraries.
•    Knowledge of various MARC formats and authority control; of current trends in the publishing, production and distribution of library materials and digital resources.
•    Knowledge of problem solving, leadership and management techniques.
•    Knowledge of Human Resources policies, procedures, practices and Federal and State labor laws.
•    Knowledge of library computer systems and applications, online databases, downloadable services and applications for public libraries, office software, and email.
•    Thorough knowledge of business math.
