The Director of the State Library of North Carolina Accessible Books and Library Services (SLNC ABLS) is an innovative, collaborative, and knowledgeable leader who establishes the direction and goals for SLNC ABLS, and ensures that SLNC ABLS services, programs, staff positions, and resources support and align with State Library, NC Department of Natural and Cultural Resources (DNCR), and State of N.C. needs and priorities. The Director serves as Regional Librarian for North Carolina as SLNC ABLS is part of the network of libraries with the Library of Congress’s National Library Service for the Blind and Print Disabled. The Director values and regards diversity and accessibility and represents the needs and interests of a variety of people and backgrounds in North Carolina, and prioritizes employee engagement and iterative processes to evolve services to meet a broad range of user needs.
Key Responsibilities:
Provides leadership in the development of goals, programs and services for the State Library and Accessible Books and Library Services to efficiently carry out its mission, meet its mandated functions, and effectively serve individuals in the state who are unable to use traditional print materials due to visual, physical, or reading disability.
Works in collaboration with and ensures compliance with policies and standards of the National Library Service (NLS) for the Blind and Print Disabled of the Library of Congress and other applicable rules, regulations and policies by serving as Regional Librarian for North Carolina for NLS.
Supervises and develops staff to carry out work of section. Prepares annual work plans, monitors work performance and administers the performance management system according to OSP and DNCR procedures.
Directs and advises SLNC ABLS supervisors in performance management activities. Recruits, selects and hires new employees according to OSP and DNCR policies and procedures; advises SLNC ABLS supervisors in the hiring of new employees.
Administers funds allocated to the SLNC ABLS; reviews and approves all travel, training and procurement activities; directs and advises project managers in preparing and managing grant budgets.
Ensures that library programs and staffing reflect established and newly evolving library technologies, programs and procedures, and leads change to ensure that SLNC ABLS and the State Library continues to provide innovative, user-driven library resources, programs, and services over time to North Carolinians who cannot read standard print due to a visual or physical disability.
Communicates with Department staff, Friends group, state agencies, NLS, project partners, users, vendors and more about Library programs, resources, and services and more through meetings, presentations, written reports, webinars, and more.
Identifies, develops and strengthens collaborative relationships and partnerships to accomplish Library or Department goals.
Identifies grant sources, writes grant proposals, and oversees and advises staff in writing grant proposals to obtain funding for statewide projects.
Knowledge, Skills and Abilities / Competencies
Demonstrated experience with the practices, policies, trends and issues in library services and library administration.
Demonstrated experience with budget planning and/or management.
Demonstrated experience with program and/or project planning, management, and/or evaluation.
Management Preferences:
Demonstrated ability to convey information clearly and concisely in writing, verbally, and through public and virtual presentations.
Demonstrated ability to initiate changes within scope of strategic plan.

Management experience in a public library, a Library of Congress National Library Service (NLS) library for the Blind and Print Disabled, or an organization providing service to individuals with a visual, physical, or reading disability.
Volunteer or professional experience providing services or resources to individuals with a visual, physical, or reading disability.
Demonstrated experience writing and managing grant projects.
Demonstrated experience reviewing and evaluating grant applications.
Demonstrated experience with building and/or facility management.
Minimum Education and Experience Requirements
Master's degree in library and information science or a related discipline from an appropriately accredited institution and five years of professional librarian experience, three of which should have been in a supervisory, consultative, or administrative capacity; or an equivalent combination of education and experience.
