GENERAL SUMMARY
Oversees and directs staff members in library functions such as helping library customers, processing materials, planning library events, scheduling, preparation of manager reports and deposits, and various other administrative functions. Reports to Director of Library and/or Assistant Director of Libraries.
ESSENTIAL DUTIES & RESPONSIBILITIES

• Oversees the overall organization, effectiveness, and efficiency of circulation, reference, and youth services of branch library.
• Provides service to customers in person, on the phone, and online
• Assists with interviews and hiring for staff. Supervises assigned staff, including librarians, library assistants, pages, and volunteers. Manages, reviews, and evaluates staff. Assigns workloads, establishes work schedules, and sets duties of employees. Addresses employee problems and complaints. Trains employees regarding duties and library policies and procedures. Oversees staff usage of sick and vacation leave time.
• Oversees the implementation of branch events and programs
• Prepares deposits
• Prepares monthly manager reports, statistics, incident reports, and general correspondence
• Monitors condition of facility and coordinates improvements and repairs
• Performs circulation duties
• Resolves customer complaints
• Assists with collection management
• Plans yearly budget requests and quarterly supply requests
• Serves as liaison to branch Friends group. Attends monthly Friends meeting to report on branch activities and present requests.
• Serves as a liaison with community groups and media as required.
• Oversees requests to use the meeting room
• Pursues professional development and training opportunities for self and staff.
• Develops and prepares monthly calendar of branch events and programs
• Shelves materials
• Performs other related duties as assigned

Depending on assignment, positions in this department typically encounter an indoor environment with normal exposure to noise, lighting, dust/dirt, ventilation, and adequate temperatures. The work environment can be both an office setting and/or a service desk. Employees may also go to non-County government locations to attend community meetings, give presentations, or hold classes.

Depending on assignment, positions in this department typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly have to move materials and objects. There are times when this job requires sedentary work which will involve remaining stationary 75% of the time and other times when the job requires more movement. Employees must be physically able to operate a variety of machines and office equipment including a computer, basic office equipment, a vehicle, etc.
OTHER REQUIREMENTS
Requires excellent verbal and written ability to effectively convey information to staff, other County employees, and the public. This includes the ability to understand and receive directions and assignments from supervisor. Employee must also be able to tactfully and effectively handle and resolve requests, suggestions, and complaints.

Requires knowledge of general operations of the Library department as related to position. Employee must be able to apply this knowledge to situations as they arise. This includes the ability to make independent judgements in the absence of supervision. Employees must also have the ability to learn and utilize new skills and information to improve job performance.
Requires the ability to interact effectively with Library staff, County staff, and the public in a professional manner and to convey information successfully whatever the situation.
Salary $49,830
• Master’s Degree in Library Science and one to two years of library and supervisory experience, or an equivalent combination of education, training, and experience

• Must be able to pass required pre-employment physical and background check

Certificates, Licenses, Registrations:
• Current valid driver’s license
• Must possess or be eligible for a SC certificate of Librarianship from the SC State Library
